At the moment, it seems like “proper” internationalization is out of scope for the summer. This is largely because most of the CSS will need to be redesigned to support right-to-left languages.

For now, the the goal of this summer is to make sure that The Doctor won't crash and burn if UTF-8 is crammed in every conceivable orifice.
